The town of Melun (Seine-et-Marne) has taken a decisive step towards modernising its public buildings. In collaboration with SCorp-io, a cloud supervision software publisher, and SOBREN, a company specialising in the financing of energy-saving works, it has deployed an innovative centralised BMS solution in the cloud. This technology enables technical equipment to be supervised and controlled in real time, helping to optimise energy efficiency. This solution was financed by the French Energy Savings Certificates scheme (Certificats d’Economies d’Energie – CEE). 

Technical building management transformed by the cloud  

Faced with ageing public buildings, the town of Melun needed to modernise the energy monitoring of its property stock. Manual intervention and local management meant that it was not possible to anticipate needs or optimise energy consumption. This was leading to a lack of visibility, high costs and operational inefficiency. Thanks to the platform developed by SCorp-io, the local authority has been able to centralise the management of its buildings via a cloud solution, using standardised communication protocols such as BACnet/IP, KNX and Modbus. This system enables unified supervision of equipment, transforming the way in which the city manages its infrastructures.  

A secure, long-term solution  

As well as saving energy, this system provides sustainable, optimised building management. The platform is flexible and scalable, offering municipal services a customised interface based on their specific needs in terms of operation, maintenance and energy management.  

In practical terms, the solution is based on a 3-stage architecture: the ‘Connect’ module (an edge device with a small digital footprint installed on site) is first connected to existing equipment and sensors to collect consumption data in real time. This information is then centralised in the cloud. Finally, the information is analysed using 2 modules: a design module that adapts the solution to the specific characteristics of each building, and another for use by the city’s teams to visualise and manage the equipment. In the event of a change of operator, continuity of service is ensured, avoiding any interruption in the management of the air conditioning or heating systems.  

At present, 33 public buildings are already connected to the BMS cloud. In all, around forty buildings will be equipped by the end of 2024. 

Tangible benefits for the town of Melun  

The integration of the SCorp-io solution has enabled the local authority to make considerable savings, estimated at between €300,000 and €500,000 a year.  

To achieve these energy savings, it was essential to secure financing to reduce the remaining costs of the operation. SOBREN played a key role in mobilizing its expertise in the use of CEE, enabling Melun to minimize its initial investment. The project thus guarantees the town a reduction in operating costs and long-term energy savings.
